There is a Planets & Sectors menu as part of the main menu bar (its even mapped to F4).It does not contain a 'create sector' or 'split into setors' or any such sort of UI element. I'd be fine with a boring origin if it had good benefits, but the simple fact is that it is the weakest of the origins and about as interesting as prosperous unification. The tutorial AI has been repeatedly (literally non stop) telling me to create sectors. it is a combination of being uninteresting from a lore perspective and it adds little to the game.
